Former DPWH engineer Henry Alcantara has alleged that ex-senator Bong Revilla also received kickbacks from a ₱500 million budget insertion, which he said he learned about from DPWH Usec. Roberto Bernardo. The insertion was listed under flood control projects along the Angat River in Bulacan.
He also implicated senators Jinggoy Estrada, Joel Villanueva, Revilla, and House representatives Zaldy Co and Mitch Cajayon in similar kickback schemes.
According to Alcantara, Rep. Zaldy Co benefited from around ₱35.24 billion worth of insertions for infrastructure projects since 2022. He admitted that a viral photo showing stacks of cash in his office was Co’s 20% “cut” in 2022.
He further claimed to have provided ₱600 million in “assistance” to Sen. Joel Villanueva, though the senator allegedly did not know the funds were sourced from the flood control budget.
“Wala po akong direct na komunikasyon kay Sen. Jinggoy Estrada. Hindi ko po nakakaharap si Sen. Jinggoy… Kay Sen. Joel Villanueva po, ang totoo po nun multi-purpose building ang request talaga… Dinala ko po sa tauhan lang po ni Sen. Joel, somewhere in Bocaue po. Sabi ko po, ‘Baka pupuwede pakibigay niyo na lang ito, tulong ko ito sa future kung ano ang plano niya.’ Pero hindi niya alam na sa flood control ko kinuha.”
