Isinawalat ni Curlee Discaya na napupunta kina House Speaker Martin Romualdez at dating House of Appropriations Chairman Zaldy Co ang ilang bahagi ng pondo na nakalaan sa flood control projects ng Department of Public Works and Highways (DPWH).

“Kaya po naging 30% ‘yun ay para sa taas… Ang tinuturo po nila madalas ay si Zaldy Co at tsaka si speaker po ang kadalasang sinasabi nila,” saad ni Discaya sa pagdinig ng Senate Blue Committee ngayong Lunes, September 8.

“‘Yung 5% naman po, para kay Cong. Romulo kapag insertion,” dagdag pa niya.
