MANILA, Philippines — The Office of the Ombudsman on Monday said they are preparing plunder charges against Sen. Chiz Escudero and Leyte Rep. Martin Romualdez related to the flood control scandal, which is expected to be filed within May.
Ombudsman Jesus Crispin Remulla, citing the testimonies made in the Senate blue ribbon committee hearing, said it appears that there was a “conspiracy” to commit plunder.
