Pasig City Mayor Vico Sotto has surged to the top of Tangere’s early 2028 senatorial survey, with House Assistant Minority Leader and Akbayan Party-list Rep. Chel Diokno and former Commission on Audit Commissioner Heidi Mendoza also breaking into the top 15 contenders.
The nationwide poll, conducted September 10–13 among 2,000 respondents, showed Sotto leading with a 67-percent voter preference—up six points from July—and ranking first across all 17 regions. Former Sen. Grace Poe followed with 52 percent, while Sen. Raffy Tulfo slid to third at 47 percent.
Statistically tied from fourth to seventh were Senators Loren Legarda, Robin Padilla, Alan Peter Cayetano, and Davao City 1st District Rep. Paolo Duterte, with Sen. Chiz Escudero slipping to eighth. Also in the winners’ circle were Ben Tulfo, Social Welfare Secretary Rex Gatchalian, Sen. JV Ejercito, former Sen. Manny Pacquiao, Education Secretary Sonny Angara, Diokno (23 percent), and Mendoza (20 percent).
Tangere noted that the Senate’s flood control hearings are shaping voter sentiment, with nine in 10 respondents saying corruption scandals would influence their 2028 choices. Voters cited incorruptibility, compassion, and integrity as the top traits they want in future senators.
